Westlake Village is two places with one name. The City of Westlake Village, in Los Angeles County, incorporated in 1981 and has about 3,400 homes; the Ventura County side, also called Westlake, was annexed to Thousand Oaks in 1968 and 1972. Both grew from the same plan: American-Hawaiian Steamship bought the 12,000-acre Albertson Ranch in 1963 and, with Prudential, built a master-planned community that kept mature oaks in its greenbelts.
At its center is Westlake Lake — 125 acres, about eight miles of shoreline, completed in 1969 and limited to residents. Westlake Island is gated and guarded, and Southshore homes have private docks. In the city, nearly nine in ten homes are single-family, about 63% built in the 1960s and 1970s, and nearly every neighborhood has CC&Rs. In 2018 the Woolsey Fire destroyed 20 homes in the city, including 16 at Oak Forest Mobile Estates.
On the lake, damp air favors mildew around windows and in bathrooms. Las Virgenes Municipal Water District serves the city, at 142 mg/L of average hardness in 2025, and the Thousand Oaks side gets imported water of about the same hardness — enough to spot glass and fixtures.
